Lewisville ISD Advocates for Increased State Funding Amid Budget Challenges

Lewisville Independent School District (LISD) is actively monitoring legislative developments during the 89th Texas Legislative Session, focusing on bills that could increase the state’s basic allotment—the per-student funding—from $6,160 to $6,555. This proposed $395 increase aims to address the district’s ongoing financial challenges exacerbated by inflation and declining enrollment.

Financial Strains and Legislative Efforts

Since 2019, the basic allotment has remained unchanged, despite a 22% inflation rate over the same period. LISD officials estimate that to match 2019’s purchasing power, the allotment should be approximately $7,515 per student. The district is also contending with a projected enrollment decline of 800 students for the upcoming school year, further impacting its revenue.

Superintendent Dr. Lori Rapp and Chief Financial Officer Scott Wrehe have been briefing the Board of Trustees on the implications of various bills under consideration. The district’s legislative priorities include advocating for increased basic allotment, adjustments for inflation, and a shift to enrollment-based funding to better reflect actual student numbers.

Community Support and Ongoing Challenges

In November 2023, LISD voters approved a Voter Approval Tax Rate Election (VATRE), generating approximately $37.5 million to sustain competitive staff pay and maintain student programs. Despite this local support, the district continues to face budget shortfalls, with a projected $4.5 million deficit for the 2024–25 fiscal year.

Dr. Rapp emphasized the critical need for state action, stating, “We absolutely have a crisis in our state when it comes to public school funding.” The district urges the Texas Legislature to increase the basic allotment to ensure the continued provision of quality education for all students.
