On May 6, 2025, the Southlake City Council tabled a proposal for a 29-lot housing development between Shady Oaks Drive and SH 114 after over 90 minutes of discussion. The plan, presented by The Huffman Group and Sage Group, Inc. on behalf of Shady 21, LLC, sought to amend the land use from office/commercial to low/medium-density residential and rezone the area from agricultural to residential planned unit development.
Former Southlake Mayor John Huffman emphasized that 29 lots were the minimum needed for the project’s viability. A significant point of discussion was the tree conservation plan, with developers proposing a 33% preservation rate, exceeding the city’s 30% minimum requirement. Mayor Shawn McCaskill expressed a preference for the higher conservation figure.
In response to community feedback, several modifications were proposed:
The Garden Court Homeowners’ Association submitted an email expressing a preference for residential development over commercial or office options. The City Council had previously approved the removal of the optional land-use designation for multi-tenant offices in the area during the April 15 meeting.
The council voted 5-1 to table the proposal, with plans to revisit the discussion on June 3. Huffman indicated that if the residential plan is not approved, the owner might consider a commercial development, which could include medium- to large-scale office buildings of 50,000 square feet or more.
